슬로바키아펠레그리니 총리는 3.11(수) 저녁 기자회견을 통해서 3.12(목) 오전6시를 기점으로슬로바키아 전역에 대한 특별상황(Extraordinary Situation)을 선포한다고 발표하였습니다.
특별상황 선포로 인해 행정절차 등이 간소화되어 명령과 규정을 통해 코로나19에 대응할 수 있게 되었으며, 특히 코로나19 대응을 위한 물자 조달을 원활히 할 수 있을 것으로 보인다고 언급하였습니다(특별상황하에 정부지시 불응시 해당 법인에 최대 33,000유로 벌금 부과 가능).
3.12(목) 코로나19 위기대응본부 회의 소집 예정
펠레그리니 총리는 3.12(목) 소집 예정인 코로나19 위기대응본부에서 아래 두가지에 대하여 논의할 것이라고 말했습니다.
가. 슬로바키아 전역의 유치원, 초중고등학교 휴교 여부
나. 모든 해외에서 귀국하는 자에 대한 자택격리 의무화 여부
특히, 상기 (나) 항목 관련, 펠레그리니 총리는 이탈리아에서 직장휴업 등으로 인해 슬로바키아로 귀국하는 자들이 이탈리아 체류 사실을 숨기고 자택격리를 실시하지 않을 것을 우려하면서, 필요시 통신사와의 협력을 통해 슬로바키아 휴대폰을 소지한 개인이 누가, 언제, 어디에, 얼마나 체류했는지에 대한 정보를 확보할 수도 있음을 감안, 여행력을 속이지 않을 것을 당부하였습니다.
코로나19 검사기관 확대 추진
펠레그리니 총리는 3.12(목) 오전8:30에코로나19 검사를 희망하는 기관 대표들과 회의를 거쳐 누가 어떤 조건하에 얼마나 해당 검사를 실시할 수 있을지 논의할 예정이라고 밝혔습니다.
일부 관공서, 민원실 업무시간 단축 검토
슬로바키아 Sakova 내무부 장관은 내일 위기대응본부 회의시 일부 관공서(특히 민원실)의 업무시간 단축을 검토할 예정이라고 밝혔습니다. 최근휴교기간 중 자녀를 동반하여 관공서 등을 방문하는 인원이 많아지는 등 코로나19 확산 예방의 취지에 부합하지 않는 결과를 예방하기 위함이라고 하니 참고하시기 바랍니다.
(Unofficial Translation) Press conference after the Government meeting

Prime Minister Pellegrini:
Ladies and gentlemen, the meeting of the Government was interupted today in order to discuss with the responsible persons and experts how to proceed in case Government declares extraordinary situation on the territory of the Slovak Republic. Based on the current developments we have decided that as from tomorrow 12th March 2020, from 6 am, the extraordinary situation will be declared at the whole territory of the Slovak Republic. Government has decided unanimously on this measure in accordance with the respective laws. It means that the Government and other state bodies can use the provisions of laws that they normally cannot use. For example, some decisions at this time will not follow the otherwise necessary administrative procedures, compliance with deadlines and the like. The government will deal with the situation in relation to coronavirus with orders and regulations and not by following the administrative and legal procedures, which would have a very long and bureaucratically demanding process. The most importantly, the government will be able to force the delivery of certain goods from specific suppliers in the territory of the SR based on the efforts to combat coronavirus. Therefore, if we know that the medical equipment is present at the premises of the Slovak supplier who could provide this equipment to the state, but the supplier is planning to export it instead to other customers in other countries, from tomorrow we will be able to enforce the actions in favor of the Slovak Republic. Of course, in return for the compensation, we will not force anybody to provide us any goods for free, we will pay for it. However, we want these companies to be obliged to provide these goods to Slovakia instead of being dependent on the will of the company.
Tomorrow at the Crisis staff we will address two important questions – whether we will declare nationwide closure of all secondary and primary schools and kindergardens for 2 weeks at the whole territory of the SR, and second, whether to declare the mandatory quarantine to citizens returning from all countries abroad, considering the information we have that not all persons want to admit from which country they are returning. We received offer from the mobile operators that can offer us quite detailed information on who, when and for how long has been abroad, therefore on whereabouts of Slovak registered numbers, and therefore I do not recommend to anyone to lie that they have been somewhere else. We already can use the sanctions towards people that are lying on this information. I also want to remind that under the extraordinary situation it applies that if legal persons would not respect the directives of the government, they can face the fined up to the maximum of 33 000 Eur.
Tomorrow this things I discussed will become more specific based on the meeting of the Crisis Staff. I summoned for 8:30 am all laboratory representatives that are willing to join the testing of the individual samples. We will discuss who, under which conditions and in what amount will be able to conduct such tests. I see the interest of different laboratories around Slovakia, there is also enough of technical equipment for these purposes. Also one big international company with laboratories in Slovakia contacted us. I remind that even if some Slovak companies will not want to help us, under the extraordinary situation we can oblige them to join our testing activities in order to have the results as soon as possible.
Today the Mayor of Bratislava Vallo has joined the meeting. As the virus is so far most present in Bratislava, we exchanged the information and we agreed that the Mayor will be as from tomorrow attending all Crisis Staff meetings.
We will contact tomorrow the presidents of the regions, who have the biggest companies located in their region, to adjust to the changes with the possibility of the closed schools in a way to best avoid the cuts on production.
Interior Minister Sakova:
I will add that we are also considering tomorrow bringing the topic of changing the opening hours of some state officies – specifically for all district offices and client centers. The Crisis Staff will discuss this possiblity. This is reaction to the irresponsible behaviour of some parents, who used the opportunity of closed schools to bring their children to the state offices in order to obtain all travelling documents for their summer holidays. This was not the behaviour that we expected.
Questions:
What about people that are commuting for their work to Austria or Hungary- will the quarantine apply to them too? Pellegrini: We have not taken this decision yet, but if we take it, we will have to define it well, so that it will not restrict people that are regularly communiting over the borders. Please wait for the specific decision.
Restricting the opening hours of shopping malls? Pellegrini: We do not want to affect these, it is up to decision of the city and the private owners. But they could themselves consider restricting these.
Is the speed of the testing maybe too slow? Pellegrini: The speed of the testing is only important for preventing the spread of the disease by those who came into contact with the possibly affected person. It does not affect the health state of the infected person. If the person is hospitalized, then we will anyway offer him treatment for his condition. There is no cure against coronavirus, so we can only treat the symptoms. If the person has mild symptoms and is at home and isolated, it does not affect him when he gets the result either. But we are working on increasing the testing capacities in order to test as many people and as soon as possible.
Will the postponing of the surgeries at hospitals be ordered? Pellegrini: Such measure has not been taken yet, the hospitals should be prepared for it however. If the number of infected people rises, the hospitals might be required to postpone the surgeries that are not necessary for the life of the person. This measure could be taken in order to free more hospital beds when the number of infected persons will increase and such places will be needed. I know that one hospital in Kosice has already decided to take such steps itself, I will inspect whether this step was in accordance with the law and if the hospital can decide on such measure if it was not ordered by the state.
What about the church in Slovakia that does not want to comply with the ban on mass events? Pellegrini: I want to warn the church in Slovakia that has decided not to restrict its religious activities that with their actions they are going to face the sanctions. As the legal person, it is applicable for the ban on the mass events and if it decided, unlike other churches in Slovakia, not to comply with the regulation, it will has to face fines.
